Authorize at most 55 core modules / 11,000 nonblank core lines, and at most 80 installed modules / 14,000 nonblank installed lines. The latter counts every Python file under src, including all reference organizations and educational integrations. Root exports stay at 30. The remaining allowance covers explicitly authorized sandboxing, integrated acceptance, evaluation, bounded delegation, and review repairs; it is not permission for unrelated capability growth.
scripts/verify_source_budget_v2.py is the current gate. Preserve the old script and historical receipts rather than rewriting their evidence. Update current Makefile, CI, README and verification entry points together. Any further increase requires a new measured decision. The cover and proposal must describe actual measured size, not equate a ceiling with implementation size.
